GRASP primarily targets Bexar County residents living in the small urban cities outside of San Antonio city limits that include the Cities of Adkins, Converse, Kirby, Live Oak, Schertz, Universal City, Windcrest, Martinez, China Grove, Windcrest, Kirby  and the adjacent unincorporated areas of Bexar County. Comal County residents of Garden Ridge, Bracken, Schertz, Selma, Cibolo are also served.  Residents outside the typical boundaries may be served depending on guidelines from the funding sources.
